Grandfather Charged with Begging and put in Workhouse

I keep finding new snippets regarding the early life of my Grandfather William James Gilroy. The latest is a 1902 record showing him being committed to the City of London workhouse, aged 11, charged with begging.  He entered the workhouse on the 16th July and was removed by the police (PC985) the following day.  Reading between the line it looks like he was taken to court and sent to the East London Industrial School (essentially an early reform school).
